Certified Commercial Building Energy Specialist in Lighting Programme

CEP is dedicated to ensuring the highest standards of expertise in energy auditing services are available to New Zealand businesses, and provides information and advice to members and the general public on energy auditing and related services.

The process developed for Certified Commercial Building Energy Specialist in Lighting uses similar processes to those established by Engineering New Zealand for assessing applications for membership of an Engineering NZ Technical Group or for registration on a National Register. A membership of Engineering NZ or CEP is not a requirement to make an application.

Who should apply?

To gain recognition as a Certified Commercial Building Energy Specialist (CBES) in Lighting recipients will need to demonstrate knowledge and experience in lighting technologies, applications, regulations and energy performance in and outside commercial buildings.

Recipients will have the skills to evaluate lighting systems, apply adaptive design techniques, ensure compliance with standards and deliver effective retrofits that save energy and reduce carbon emissions.

Practical requirements

Applicants will need to demonstrate solid, practical experience in lighting energy performance. As part of the experience assessment, the assessor will review the technical evidence you provide to confirm capability across 17 criteria grouped into five key areas:

  • Lighting Technologies
  • Lighting Application Methods
  • Lighting Standards and Regulation
  • Energy Performance Calculation
  • Energy Saving Retrofits

Becoming a Certified Commercial Building Energy Specialist in Lighting

Requirements for holding certification are:

  1. Complete a self-assessment form to assure yourself that you are ready to apply.
  2. Submit a completed application form with required supporting documentation.
  3. Understanding and acceptance of CEP’s Code of Ethics and Code of Professional Conduct.
  4. Understanding and acceptance of CEP’s Disciplinary procedures.
  5. Understanding and acceptance of ongoing CPD requirements as specified in CEP’s CPD Manual and CPD information web page.

Obtaining certification for new applicants:

  1. Successful completion of the CEP online examination (75% pass mark).
  2. The successful completion of the Experience Assessment, which also carries a pass mark of 75%.
  3. The Experience Assessment comprises two parts:
  • Part 1: Document Assessment based on two lighting energy performance plans and/or equivalent supplementary supporting evidence demonstrating two instances of competence against each of the 17 criteria (within 5 categories) as requested in the application form. Applicants are advised to ensure their evidence pack enables them to show themselves in the best light whilst keeping the number of different documents submitted to the minimum necessary. Applicants are also advised to ensure submissions are properly cross-referenced so the Assessor can quickly find the evidence you wish them to review in support of your application.
  • Part 2: An Interview based around the submitted documents will test and explore the applicant’s ability to apply the knowledge and principles required to prepare and review a lighting energy performance plan. The interview will comprise the applicant and the assessor. Interviews will be recorded for reference and audit purposes. The interviewer, upon occasion, may have an observer present for educational, monitoring and assurance purposes. The observer’s role, unless otherwise stated, is to observe and take notes for process improvement. They will have no input to the Assessor’s deliberations or recommendation.

Energy Master Migration

Holders of a current CEP equivalent credential called Energy Master Commercial Building Specialist can migrate their credential to CEP Certified Commercial Building Energy Specialist in Lighting. Migration is subject to them satisfying the conditions for holding certification points 1-4 (see above).

Certification fees (per attempt)

The Commercial Building Energy Specialist in Lighting Certification application fee is set by CEP and adjusted from time to time. See current fees.

Certification scheme fee

Continuing registration carries an annual fee for participation in CEP’s Certification Scheme. This fee becomes payable when you first join the scheme and annually thereafter. It contributes to the costs of administering the Scheme including the provision of verifiable digital badges. The certification scheme fee applies per person, not per certification.
